Construction Manager – Architect

We are seeking a motivated Construction Project Manager with a healthcare construction background and infrastructure upgrades to join our team at SIRIS to support us as construction manager at Houston, TX VAMC. This role reports to the Program Director and collaborates with VA client staff to support construction activities, generate reports, and serve as a client-side representative on medical center construction projects.

Responsibilities

The CM–Architect will provide leadership, mentorship, and project/construction management for the design and construction of electrical and telecommunications systems supporting the infrastructure upgrade for the Electronic Health Records Modernization at the Houston VA facility.

This role requires decisive direction on business, technical, and personnel matters across multi-disciplinary teams. The CM-Architect will apply industry, client, and internal best practices related to project delivery, budget, schedule, quality, and operations in a healthcare environment. They will serve as an advisor/liaison to the client (user groups, design team, contractors, IT staff, and facility engineering representatives). The project may require off-hour work during construction to minimize impacts on medical center operations.

Key Tasks:

  • Conduct daily inspections, documenting deficiencies, code violations, improper materials or techniques, and substandard workmanship.
  • Review contractor submittals and RFIs for compliance with electrical and telecom design requirements; provide acceptance/rejection recommendations.
  • Maintain accurate and organized project records (submittals, RFIs, pay apps, test reports, as-builts, changes, safety logs, photos, etc.).
  • Verify contractor as-builts are complete and accurate, including structured cabling and electrical systems.
  • Review and provide input on telecom pathways, utility service interruptions, and phasing plans.
  • Lead or attend weekly project meetings to monitor status, resolve issues, and mitigate delays.
  • Support preparation and negotiation of contract changes and cost proposals.
  • Perform daily/weekly safety inspections; ensure compliance with OSHA, VA, and project-specific safety requirements.
  • Prepare inspection punch lists, track resolutions, and assist VA in conflict resolution.

Required Qualifications

  • Education: Bachelor’s degree in electrical engineering, telecommunications, construction management, or a related field from an accredited institution.
  • Educational requirement may be substituted by fifteen (15) years of directly related experience. Professional Experience shall consist of seven (7) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities
  • Experience: Minimum 6 years of experience managing construction projects. Experience in healthcare or federal facilities preferred.
  • OSHA-30 required within 60 days of start

Knowledge & Skills

  • Strong knowledge of construction practices in federal/healthcare environments.
  • Expertise in telecommunications distribution design (structured cabling, copper/fiber systems, OSP/ISP, telecom rooms, grounding/bonding, cable management).
  • Familiarity with NEC, NFPA, and VA design requirements.
  • Understanding of Revit/AutoCAD for coordination of telecom and electrical systems preferred.
  • Strong skills in construction phasing, budget and schedule management, and multidisciplinary coordination.
  • Ability to collaborate effectively with architects, engineers, contractors, IT staff, and federal stakeholders.
